THE
ASSESSMENT THE ADMINISTRATION OF LAND ALLOCATION AND DOCUMENTATION IN (AGIS)
ABUJA GEOGRAPHIC & INFORMATION SYSTEM
CHAPTER ONE
1.0 INTRODUCTION
1.1 BACKGROUND OF
THE STUDY
Land is a basic resource which is so
essential in all forms of human activities as well as the primary factor
production. It is resource which forms any economy.
Land acquisition Abuja FCT, one can
own a plot of land by direct allocation estate from any of the six area
councils or directly from the administration of the (AGIS) Abuja Geographical
Information System Alternatively, one could also acquire and by buying from a
who has been previously allocation by either the AGIS or a the area councils,
or someone who has bought from a directed allocate.
The simplest way of Land acquisition
in the FCT is through purchase. Where an individual; or corporate body wants a
piece of land for whatever purpose and at a certain size and a location, has
the money to pay for it.
Therefore, land acquisition is one
of the most lucrative businesses in the capital city and must be handled
efficiently to achieve the best result. There are lots of land agents who could
help source for an get the desire land documents which could meet the needs of
buyer without the influence of a friend, relative or broker who knows nothing
about the business. Therefore, the services of a honest land agents or a land
surveys is very imperatives in acquiring a landed property in the FCT.
When the document of the land in
view are found, it is very important for the buyer to conduct a proper
searching for the documents, Search for land documents are done either in the
area council that issued the offer letter of allocation of the land is a
customary land from six area council search for federal land in the FCDA but now
moved to the Abuja Geographic Information system (AGIS).
The agency of the (AGIS) Abuja
Geographical Information System on land maters, it is important to know that a
land search is being conducted, a certain receipted normally given to the
person conducting the search, it is important to offer letter of allocation or
the certificate of occupancy (c of o) offered for sale, Again, either a lawyer
or a land surveyor of repute could best conduct search for a land that is
already certificated is easier. Then a land that has not been processed, as an
offer letter of allocation, because of the certificated a lot may behave
encumbrances of location problems. A land surveyor will be able to determine
the location of plot and if need be establish the beacons and the coordinates.
1.2 STATEMENT
OF THE PROBLEM
Despite the efforts of government to
ensure proper and efficient management of land in (AGIS) Abuja Geographical
Information System. The situation, continue, to deteriorate. This is evidenced
by increase causes land litigations as a result of trespassing to another
person’s plot, problem arising from illegal acquisition and allocation of land,
and security, and control of access to confidential land information valuation,
consents, assignments and registration in land related matters, which result
double allocated of plot of land to two or more people by land administrations
in (AGIS) Geographical Information System.
Therefore, what are the weakness of
(AGIS) Abuja Geographical Information System in administration of land
allocation and documentation in Abuja?
1.3 AIM AND
OBJECTIVES
The aim of this project is to assess
the administration of land allocation and documentation in (Ads) Abuja
Geographic& Information System with the view to suggesting appropriate
strategies for improvement
To achieve this aim the following
objectives are to be pursed
1. To review literature on land
administration, allocation and documentation
2. To assess the system of land data
base in (AGIS).
3. To assess the system of land allocation
documentation in (AGIS).
4. To recommend solution for
improvement.
1.4 RESEARCH
QUESTION
1. What related literatures are there
available on land administration, allocation and documentation?
2. Is there any government policy
governing the administration of land?
3. What system of land documentation is
practice in AGIS?

forms part of the prerequisites to be fulfilled for the award of higher
national diploma in estate management. It is also to enlighten the land
speculation and owner on how to go about documenting their lands papers. The
way out of the problems of poor documentation and management of land as proffered
in this work will help the staff of AGIS in their quest to ensure proper and
efficient management of land in Abuja.
This work will also serve as a
reference to students and interested professionals carrying out further
research on the topic related to this.
1.6 SCOPE OF THE
STUDY
The scope of this research is
restricted to (AGIS) Abuja Geographical Information System in Federal Capital
Territory (FCT).

1.8 BACKGROUND OF
THE STUDY AND HISTORY
Garki and Maitama are located in
federal capital territory (FCT) Abuja which is known to be the federal capital
city of Nigeria. Abuja is one of the most significant developments which have
been undertaken by the federal government.
Lagos used to be the former federal
and state capital respectively. But due to the continues increase in population
in the city and its antecedent urban problems it was realized that the
continued retention of Lagos e.g. federal capital become impracticable,
especially with its intractable traffic, poor housing and sanitation problem.
Attempt by various government to
solve this problem have been met with little or no success. The only variable
but rather expensive option has been the building of a new capital as an
alternative to the journey to relocate the capital of the federal republic of Nigeria
in august, 1975 during General Murtala Ramat Muhammad regime. As an attempt to
solve the problem once and for all the General Murtala Muhammad inaugurated a
panel on 9th of august, 1975 and the chairmanship of, retired late honorable
Justice AkintalaAguda to examine the desirability or otherwise dual role of
Lagos as a state and federal capital.
The panel was also empowered to
recommend a suitable alternative should it determine the federal capital
territory it Abuja was adopted and accepted. Nigeria has taken to this
direction by embarking on the development of Abuja as symbol of unite to meet
the aspiration of Nigeria.
In 1976, the (ADS) Abuja
Geographical Information System was established and changed the responsibility
of planning and envelopment of Abuja following the acceptance of the Justice
AkinolaAguda’s report by the then Federal Military Government.
Garki and Maitama districts cannot
be discussed without cross- reference to the concept the Abuja Municipal Area
Council (AMAC) and Abuja itself in 1984; Abuja municipal Are Council was
created.
It was formed as a result of the
merger of the former three (3) (administrative units of Bwari, Karshi and
municipal development Area) which are Asokoro, Maitama, Garki, Wuse and Central
Area, popular towns and villages in AMAC are often referred to as satellite
towns. This include KUJE, Bwari, Karshi, Nyanya, Gwagwalada, Karmo, KadoUshafa,
etc which embarking on the development of Abuja as symbol of unit to meet the
aspiration of Nigeria.
Federal Capital Development
Authority and Abuja Geographic in format system prescribed application form to
take over land assessment of land Administration in FCT Abuja.
1.8.1 GEOGRAPHY
The federal capital territory is
located in the geographical centre of the nation. It lies between latitude
725°N – 920°N and longitude. 6456-7396. It occupies an area of 8000 square
kilometer. It is bounded to the north by Kaduna state to the east and south by
Nasarawa state and to the southwest by kogi state and was by Niger state

most parts of the country is rich in both human and mineral resource. An
appreciable variety of solid mineral exist in the territory, most of which are
fully exploited. These include marble, in deposit, lead, rock etc.
The agricultural potentials of the
territory is considered as an opportunity to invest in the small scale agro —
allied industries shopping centers are also provided for the entire inhabitants
to meet and patronize their needs, such centers include A real shopping center,
UTC and loments store, Wuse shopping center neighborhood center, etc.
1.8.4 POLITICAL
ADMINISTRATION
For smooth administration and
management purpose, there are two agencies in the territory viz: The ministry
of federal capital territory (MFCT) and federal capital development authority
(FCDA) are both headed by the minister of federal capital territory. These
agencies have various departments, each headed by a director for efficient and
effective administration. MFCT the departments include education, local
